Smoking or drinking along Cheonggyecheon, a popular stream in downtown Seoul, could result in fines of up to 100,000 won ($70), starting this year.
서울 도심의 인기 하천인 청계천에서 흡연이나 음주를 할 경우 올해부터 최대 10만 원(약 70달러)의 과태료가 부과될 수 있다.
The Seoul Metropolitan Government announced Wednesday its plans to designate the entire 8.12-kilometer stretch of the stream as a no-smoking, no-drinking zone by the end of 2026, backed by legal authority to issue fines.
서울시는 수요일, 청계천 전체 8.12km 구간을 2026년 말까지 금연·금주 구역으로 지정하고, 위반 시 과태료를 부과할 수 있는 법적 근거를 마련할 계획이라고 밝혔다.
The city's tougher stance comes after a string of reports of visitors drinking, smoking and bathing in the stream.
서울시가 규제를 강화하는 것은 청계천에서 방문객들이 음주와 흡연을 하거나 물에 들어가 목욕을 하는 사례가 잇따라 보도된 데 따른 것이다.
Under current administrative guidelines, the mayor can issue advisories against fishing, swimming, bathing, smoking and drinking in the stream to protect public safety.
현행 행정 지침에 따르면 시장은 시민의 안전을 위해 청계천에서 낚시, 수영, 목욕, 흡연, 음주를 하지 말라는 안내를 할 수 있다.
But those guidelines lack legal weight, leaving patrol officers unable to fine or regulate such behavior.
그러나 해당 지침에는 법적 강제력이 없어 순찰 인력이 이러한 행위에 대해 과태료를 부과하거나 규제할 수 없었다.
Under the proposed changes, however, these behaviors will be legally prohibited, giving patrol personnel the authority to issue fines for violations.
그러나 이번 개정안에 따르면 이러한 행위가 법적으로 금지되며, 순찰 인력에게 위반 행위에 대해 과태료를 부과할 권한이 부여된다.
The designated area spans from the beginning of the stream in Cheonggyecheon Plaza to where it meets with Jungnangcheon, another stream in northeastern Seoul.
지정 구역은 청계천이 시작되는 청계광장부터 서울 동북부의 또 다른 하천인 중랑천과 합류하는 지점까지다.
The rule will apply to the walking paths along the stream, accessible via staircases or ramps, but not to the streets and sidewalks above it.
해당 규정은 계단이나 경사로를 통해 내려갈 수 있는 청계천변 산책로에 적용되며, 그 위쪽의 도로와 인도에는 적용되지 않는다.
"The current system only allows safety patrols to advise and guide the public," a city official said.
서울시 관계자는 “현재 제도에서는 안전 순찰 인력이 시민들에게 주의를 주고 안내하는 것만 가능하다”고 말했다.
"But once the new restriction takes effect, the four districts will be able to enforce the rules."
“하지만 새로운 규제가 시행되면 4개 자치구가 해당 규정을 집행할 수 있게 된다”고 그는 덧붙였다.
The city will also revise regulations to ban swimming and bathing in the stream.
서울시는 청계천에서 수영과 목욕을 금지하기 위해 관련 규정도 개정할 예정이다.

But recently improper behavior along the stream has drawn scrutiny.
그러나 최근 청계천에서의 부적절한 행위가 논란이 되고 있다.

국내 언론은 8월 3일 한 중국인 관광객이 청계천변에서 흡연하는 모습이 포착됐다고 보도했다.
On July 19, a man and a woman were seen wading in to collect coins from a wishing pond that are reserved for collection by the city.
7월 19일에는 한 남성과 여성이 청계천의 소원 연못에 들어가 동전을 줍는 모습이 목격됐다. 해당 동전은 서울시가 수거하도록 정해져 있다.
