Results of mayoral and gubernatorial elections

Election victories are often called mandates. In practice, they function more like mortgages, granting power today while billing governments later.

South Korea’s June 3 local elections have left little doubt about who now owns the country's political future. One year after taking office, President Lee Jae Myung's administration has extended its reach across much of the country, with the ruling Democratic Party of Korea capturing 12 of 16 major mayoral and gubernatorial posts.

Having already secured the presidency and the National Assembly, it now commands most of the nation’s local political machinery, completing an extraordinary concentration of political power.

Yet the election results were not quite the blank check they may appear to be. The main opposition People Power Party retained the Seoul mayoralty, with Oh Se-hoon winning a historic fifth term, and held on to several conservative strongholds. In concurrent parliamentary by-elections, the ruling party surrendered four seats it had previously controlled.

Voters strengthened the government, but also signaled that dominance is not consensus.

The turnout itself carried a message. At 61.0 percent, participation reached its highest level in a local election since 1995. Such engagement is usually hailed as democratic vitality. Yet the forces driving voters to the polls were less about local governance than national confrontation.

The ruling party framed the election as a final judgment on the remnants of the period under former President Yoon Suk Yeol, while conservatives mobilized against the prospect of one-party dominance. The result was a highly energized electorate, but not necessarily a more deliberative one.

Indeed, some of the campaign’s weaknesses were hard to miss. Election-law violations rose sharply. Hundreds of candidates ran unopposed in regional strongholds, leaving millions of voters without meaningful choices. What should have been a contest over regional development became another chapter in national political warfare.

That failure belongs to both parties. The ruling camp spent much of the campaign focused on settling historical and judicial scores. The opposition remained trapped in arguments about its own past, unable to persuade voters that it had learned from the collapse of the Yoon presidency. Neither side devoted sufficient attention to questions that matter beyond Seoul: How to revive struggling provincial economies, spread the gains from export growth and prepare regions for future-oriented industries.

The election also exposed an institutional weakness that should concern all democrats. Ballot shortages at multiple polling stations in Seoul disrupted voting and forced temporary suspensions. In one district, voting continued long after exit polls had been broadcast. Protesters later blocked the transfer of ballot boxes amid allegations of fraud.

The National Election Commission has rejected calls for a revote, but the larger lesson remains. Administrative incompetence is fertile ground for conspiracy theories.

Now comes the more difficult phase. South Korea enters a rare two-year period without a nationwide election before the 2028 parliamentary vote. In a political system consumed by permanent campaigning, such opportunities are uncommon. The government can no longer plausibly blame obstruction, gridlock or divided authority for policy failures.

Korea’s potential growth continues to decline. Demographic pressures are intensifying. Wealth and opportunity are increasingly unevenly distributed. The recent boom in exports and equity markets provides relief, but cannot cure deeper structural weaknesses.

The local elections stripped away many of the political excuses governments typically enjoy. That may prove their most enduring consequence.

The Lee government spent its first year defining ambitions. Its second will be judged by execution. Economic polarization, slowing potential growth and labor-market rigidities will not be solved by slogans or retrospective battles.

The voters who dismantled much of the conservative opposition were not endorsing permanent one-party rule. They were demanding results. Governments rarely receive a clearer opportunity. The bill for this political mortgage will come due soon enough.
