This can be tricky. After all, who is "old and weak" and who isn't? It's not always the same in all contexts. It's best to be specific, but this can be a minefield. The word people can be helpful here in avoiding being too objectifying. "Disabled people, old people, people in wheelchairs" are easy to remember without requiring a high level of English.

"People with ~"

Before attaching descriptors to people, it’s important to consider how relevant it is to the story. For example, if interviewing someone for their opinion on a new ramyeon flavor or what they think of the Iran war, there’s no need to mention whether they use a wheelchair or not. When relevant, a common approach is to use “people-first” language. For example, “people with dementia” or “children with learning difficulties.” Additionally, avoid using “the” to describe groups of people: “homeless people” instead of “the homeless,” or, “people living in poverty” not “the poor.”

"Priority seating"

This is a term often used for buses and subways to indicate reserved seating in Korea. In that case, it would be more typical to see just the phrase “Priority seating” along with graphical icons to indicate who qualifies. If it is spelled out, I would expect to see something along the lines of: “Priority seating for persons with disabilities, senior citizens and pregnant passengers or those with small children.”
