Seoul adds English to taxi receipts to curb overcharging of foreigners
서울시, 택시 영수증에 영어 병기…외국인 상대 바가지 요금 막는다
The Seoul Metropolitan Government said Tuesday that it began issuing bilingual taxi receipts in December 2025 to curb a rise in complaints over taxi drivers overcharging foreign national passengers.
서울시는 외국인 승객을 대상으로 한 바가지 요금 청구에 대한 불만을 줄이고자 지난해 12월부터 한국어와 영어가 병기된 택시 영수증을 발행하기 시작했다고 화요일 밝혔다.
The new receipts include English translations of the total fare, pick-up and drop-off times, late-night and out-of-district surcharges, as well as information on how to report cases of overcharging.
새롭게 발행되는 영수증에는 총 요금, 승하차 시간, 심야 및 시계외 할증, 그리고 바가지 요금 신고 방법에 대한 안내가 영어로 포함된다.
The city also requested that private taxi-hailing platforms such as Kakao Mobility and Tada offer fare breakdowns in English.
시는 또한 카카오 모빌리티, 타다 등의 민간 택시 호출 플랫폼에도 영어로 된 요금 내역서 제공을 요청했다.
The city said foreign passengers are more vulnerable to overcharging because current taxi receipts are issued only in Korean, leaving many unaware of how fares and surcharges are calculated.
서울시는 현재 택시 영수증이 한국어로만 발급되어 많은 외국인 승객이 요금 및 할증이 어떻게 계산되는지 알지 못하며, 이로 인해 바가지 요금 징수에 더 취약한 상황이라고 설명했다.
According to city data, 487 cases of alleged overcharging were reported by foreign national passengers between June and December 2025, following the launch of the city’s QR-based taxi complaint system.
시 제공 데이터에 따르면, QR코드형 택시 민원 신고 방식 도입 이래 2025년 6월부터 12월 사이 외국인 탑승객으로부터 접수된 바가지요금 의심 신고 건수는 487건에 달했다.
The city government said it is investigating the reported cases and imposing fines when overcharging is confirmed.
서울시는 접수된 사건을 검토 중이며, 바가지 요금이 확인될 경우 과태료를 부과하고 있다고 밝혔다.
As part of its outreach efforts, the city has completed the installation of complaint-guidance stickers inside 71,000 taxis across Seoul. It has also put up banners and posters at 78 taxi stands near major tourist areas and at 11 districts frequently visited by foreign travelers, including Myeong-dong, Hongdae and Itaewon.
현장 홍보의 일환으로 서울시는 시내 택시 7만 1000대 내부에 신고 안내 스티커를 부착했으며, 외국인 관광객들이 자주 찾는 명동, 홍대, 이태원 등 11개 지역 및 주요 관광지 인근 택시 승강장 78곳에 현수막과 포스터를 설치했다.
“To break the cycle of illegal taxi practices such as overcharging, we will actively inform foreign passengers of how to report violations and impose stricter penalties on drivers when wrongdoing is confirmed,” said Yeo Jang-kwon, head of the Seoul Metropolitan Government’s Transportation Bureau.
여장권 서울시 교통실장은 “바가지 요금과 같은 불법적인 관행을 멈추기 위해 외국인 승객들에게 위반 행위 신고 방법을 적극적으로 알리고, 부정행위가 확인된 기사에게는 더욱 엄격한 처벌을 내릴 것”이라고 말했다.
“As we move toward a new era of tourism, we will do our utmost to create a taxi environment where foreign visitors can travel with greater confidence and convenience.”
“새로운 관광 시대로 나아가고 있는 만큼, 외국인 관광객이 더욱 안심하고 편리하게 이동할 수 있는 택시 환경 조성을 위해 최선을 다하겠다”고 덧붙였다.
