북한의 장성택 전 국방위원회 부위원장이 숙청된 배경은 권력 투쟁 과정에서의 숙청이 아니고 이권 사업을 둘러싼 갈등이라고 국가정보원 측이 23일 밝혔다.
남재준 국정원장이 이날 국회 정보위원회 비공개 전체회의에 출석해 이같이 보고한 바에 따르면 장성택은 그동안 북한 노동당 알짜 사업의 이권에 개입했는데 이는 주로 석탄에 관련된 것이라고 한다.
남 원장은 “장성택이 이권에 개입해 타 기관의 불만이 고조됐고, (이와 관련한) 비리 보고가 김정은에게 돼서 장성택에 대한 불신이 있었다”고 밝히면서 이와 같은 갈등과 장성택 측근의 월권 문제가 누적된 상황에서 김정은이 시정 지시를 했을 것이라고 분석했다.
이와 같은 지시가 거부되자 유일 영도체제 위배로 결론을 내려 장성택이 숙청됐다는 것.
이어 장성택이 최근까지 정치국회의 주석단 아래 앉아있었던 것에 대해 “먼저 구금해 놓고 끌고 나왔다가 다시 끌고나간 것”이라며 “이는 유일 체제 안정을 위한 보여주기식 이벤트”라고 보고했다.
남 원장은 장성택의 숙청 과정이 권력투쟁으로 인해 발생한 것이 아니란 점은 김정은의 권력 장악에 큰 문제가 없는 것을 시사한다고 밝혔다.
또한 장성택의 부인인 김경희는 “건강은 이상 없으나 공개 활동은 (가급적) 자제하고 있다”고 밝혔다.
또한 북한의 권력 구도에 대해 “측근 실세는 김원홍과 최룡해로 본다”고ㅠ 밝혔다.
한편 대남 도발 가능성과 관련해서는 “1~3월 도발 가능성이 농후하다”면서 내부의 불만을 외부로 돌리기 위한 것이라고 설명했다. 남 원장은 “그 근거는 서북 5도 부대의 병력 증강, 훈련 강도의 강화 등으로 볼 수 있다”고 덧붙였다.
한편 남 원장은 장성택의 실각과 관련해 세간에 떠도는 소문에 대해서도 언급했는데, 장성택 최측근의 한국 및 중국 망명설과 김정남 망명설에 대해 “전혀 사실이 아니다”라고 확인했으며, 리설주 염문설에 대해서도 “한 마디로 사실이 아니다”고 잘라 말했다.

Jang’s purge not related to power struggle: NIS
The recent purge and execution of North Korean leader Kim Jong-un’s uncle Jang Song-thaek is not the result of a power struggle within Pyongyang’s leadership, the National Intelligence Service said Monday.
NIS chief Nam Jae-joon told the National Assembly that the downfall of formerly powerful Jang was not related to a power struggle as was suggested by pundits, but resulted from his intervention in the country’s key industries.
“Jang meddled with profits that came from the key industries of the ruling Workers’ Party, most of which were related to coal,” Nam said.
According to Nam, Jang’s actions touched off complaints from other government bodies. Reports of Jang’s alleged corruption were submitted to Kim, who came to distrust Jang.
The fact that Jang’s demise was not a result of a power struggle indicates that Kim is not having trouble maintaining control over his country, Nam said.
In light of Jang’s demise, Kim Won-hong, chief of the Ministry of State Security, and Choe Ryong-hae, director of the military’s General Political Bureau, are believed to be at the top of the pecking order behind Kim, Nam said.
The spy agency’s head denied reports that Jang’s wife Kim Kyong-hui, younger sister of former North Korean leader Kim Jong-il, is ill. He also rejected rumors that Kim Jong-un’s wife Ri Sol-ju had been in an extramarital relationship with Jang.
