Roh ordered revision of inter-Korean summit transcript: prosecution sources

State prosecutors have obtained a document verifying that late President Roh Moon-hyun ordered partial revision of the original transcript of the 2007 inter-Korean summit, prosecution sources said Monday.

The minutes, which transcribe the summit talks between Roh and then North Korean leader Kim Jong-il in 2007, raised political controversy after the ruling Saenuri Party claimed that Roh had made remarks to the effect of surrendering to North Korea the western maritime border, called the Northern Limit Line.

The Seoul Central District Prosecutors' Office probing the case has confirmed that Roh instructed his subordinates to revise and supplement the contents of the original version initially submitted to him, sources at the prosecution office said, quoting the document.

Roh allegedly ordered the officials to modify some wordings as the original draft of the transcript contained errors, the sources said. The final edited version was then produced later after corrections, they added.

The prosecution office concluded last month that the original version of the South-North minutes was deleted from the electronic documentation system at Roh's presidential office. It added that it found the transcript had never been filed with the state archives, after a search through the National Archives of Korea.

The ruling party argued that Roh's remarks seriously undermined South Korea's sovereignty and that former Roh administration officials should be held accountable for amending the summit transcript and not filing the document with the archives.

The former Roh officials and the opposition party, meanwhile, blamed the ruling party of taking Roh's remarks out of context, saying the late president was simply trying to defuse tension and improve ties with the communist neighbor.

They further claimed that the final edited version, which had been saved in the electronic archives of Roh's office, is based on the original version.

The prosecution office said it will announce the outcome of the probe sometime this week and press charges against former Roh administration officials. (Yonhap News)
