경제부총리 현오석, 미래창조과학장관 김종훈 내정

박근혜 대통령 당선인은 17일 새 정부 경제부총 리 겸 기획재정부장관에 현오석 현 한국개발연구원(KDI) 원장을 내정했다.

‘공룡부처’로 불리는 미래창조과학부장관에는 벤처기업인인 김종훈 알카텔-루슨 트 벨연구소 사장, 통일부장관에는 류길재 한국북한연구학회 회장, 농림수산축산부 장관에는 이동필 농촌경제연구원 원장, 산업통상자원부장관에는 윤상직 지식경제부 1차관, 보건복지부장관에는 진영 새누리당 의원(3선)이 각각 내정됐다.

또 환경부장관에는 윤성규 한양대 연구교수, 고용노동부장관에는 방하남 한국노 동연구원 선임연구위원, 여성가족부장관에는 조윤선 당선인 대변인, 국토교통부장관 에는 서승환 연세대 교수, 해양수산부장관에는 윤진숙 한국해양수산개발원 본부장이 각각 내정됐다.

박 당선인은 이날 이런 내용의 후속 11개 부처 장관 내정 인선을 김용준 대통령 직 인수위원장을 통해 발표했다. 지난 13일 6개 부처 장관 내정자 발표에 이어 이날 새 정부 조각이 완료됨에 따라 25일 정부 출범 이후로 예상되는 국회 인사청문회 관 문을 남겨놓게 됐다.

특히 새 정부 장관내정자 17명 가운데 현오석 경제부총리 내정자를 비롯한 9명 이 관료출신으로 나타났다. 정치인 출신은 유정복 안전행정부장관, 진영 보건복지부 장관, 조윤선 여성가족부장관 내정자 등 3명이 발탁됐다.

경제부처의 컨트롤타워 격으로 5년 만에 부활되는 경제부총리에는 현오석 KDI 원장이 내정됐다. 현 내정자는 행시 14기로 경제기획원을 거쳐 재경부 경제정책국장 과 세계은행 이코노미스트를 역임한 경제관료 출신이다.

과학기술과 ICT(정보통신기술) 등을 포괄하는 매머드 부처로 미래 성장동력을 책임지게 될 미래창조과학부장관 김종훈 내정자는 ‘벤처신화’의 주인공이다.

김 내정자는 가난한 미국 이민자의 아들로서 1992년 유리 시스템즈라는 벤처회 사를 세웠고 1998년 ATM이라는 군사 통신장치를 개발해 그해 회사를 세계 최고 통신 장비 업체인 루슨트 테크놀로지에 10억 달러(당시 우리 돈 1조 3천억 원)에 매각해 벤처신화의 주인공이 된다.

외교안보라인업 구성을 완료하게 될 류길재 통일장관 내정자는 30년 가까이 북 한문제를 연구해온 대북 전문가이다.

진영 보건복지부장관 내정자는 여권내 친박(친박근혜)계 핵심으로 꼽히며, 조윤 선 여성가족부장관 내정자는 박 당선인의 대선캠프인 중앙선대위 공동대변인에 이어 당선인 대변인을 역임한 최측근들이다.

이동필 농림수산축산부장관, 윤상직 산업통상자원부장관, 윤성규 환경부장관, 방하남 고용노동부장관, 서승환 국토교통부장관, 윤진숙 해양수산부장관 내정자는 각각 관료나 연구원, 교수 출신 등 해당분야의 전문가로 꼽힌다.

김용준 위원장은 “새 정부가 원활하게 국정운영을 시작하려면 무엇보다 정부조 직개편안이 조속히 국회를 통과해야 한다”며 “그러나 개편안 통과가 늦어져 안정적 국정운영에 차질이 빚어지고 있어 부득이 장관 추가 인선을 발표하게 됐다”고 말했 다.

Park completes Cabinet lineup

President-elect Park Geun-hye on Sunday named experienced technocrat Hyun Oh-seok as finance chief and technology entrepreneur Kim Jeong-hoon as science minister.

The presidential transition committee announced the nominees for the remaining 11 ministerial positions, completing the roster for the 18 highest positions in her government.

Korea Development Institute president Hyun was nominated to head the Ministry of Finance and Strategy and also take on the newly established post of deputy prime minister of economy.

“I feel heavy responsibility in working to become part of the foundations for establishing a positive loop between growth and welfare, and going further to open the era of public happiness,” Hyun said. Regarding the economy, he said that the country has overcome crises in the past and that the current situation will be used as “an opportunity to establish a new paradigm.”

The deputy prime minister-nominee, however, declined to elaborate on the issue of economic democratization that formed the core of Park’s economic pledges during the election campaign.

For Park’s brainchild ministry of future, creation and science, president of Alcatel-Lucent’s Bell Labs and Corporate Strategy Kim Jeong-hoon has been tapped for the top spot.

The transition team said that the announcement was brought forward as timing for the new government’s launch is being made increasingly tighter due to the delays in the National Assembly’s processing of the government reorganization plans.

“The government reorganization plan must be passed by the National Assembly to allow the new administration to conduct state affairs smoothly,” transition team chief Kim Yong-joon said, and called for the opposition party’s cooperation in the matter.

The ministry of industry, trade and resources will be headed by Yoon Sang-jick, who is currently serving as the vice minister for industry and technology at the Ministry of Knowledge Economy.

For the revived Ministry of Maritime Affairs and Fisheries, Korea Maritime Institute’s director of marine policy research Yoon Jin-sook has been picked for the top post.

University of North Korean Studies professor Ryoo Kihl-jae and Korea Rural Economic Institute president Lee Dong-phil have been respectively named for minister of unification, and minister of agriculture.

For the post of Minister of Gender Equality and Family, Park’s spokeswoman Cho Yoon-seon was picked while deputy transition team chief Rep. Chin Young of the Saenuri Party was tapped to head the Ministry of Health and Welfare.

“Successful welfare policies are key to achieving the Park Geun-hye administration’s main objective of realizing the public’s happiness,” Chin said. As for the environment and labor ministries, Park chose Hanyang University Environmental Engineering Research Institute’s Yoon Seong-kyu and Korea Labor Institute’s Phang Ha-nam, respectively.

Yonsei University professor Suh Seoung-hwan will be heading the ministry of land and transport.

The ruling Saenuri Party reacted positively to the roster, saying that the nominees appeared to be “people who have expertise in the concerned fields, or those who have a good understanding of President-elect Park Geun-hye’s philosophy for state affairs.”

The main opposition Democratic United Party, however, criticized the announcement as “disregarding the National Assembly’s legislative powers.”

“Announcing the nominees for ministries that have not been agreed on by ruling and opposition parties is regrettable,” DUP spokesman Park Yong-jin said. The DUP spokesman also attacked the six nominees earlier announced last week.

“The six Cabinet members including Minister of National Defense announced earlier are proving to be (result of) lax vetting process. If (the appointments) go ahead regarding the parliamentary confirmation hearing as a formality, the damages will be dealt to the public and become an obstacle for the Park Geun-hye administration.”

The two main parties have so far failed to approve the president-elect’s government reorganization plan with the DUP opposing a number of planned changes including transferring trade-related functions to the Ministry of Industry, Trade and Resources from the Ministry of Foreign Affairs and Trade.

According to the DUP, inter-party negotiations have been unable to progress because the Saenuri Party has been ordered to stick to the original plans.

Under the plans, the Foreign Ministry’s trade functions will be transferred to the Ministry of Knowledge Economy, creating the new body in charge of issues regarding industry, trade and resources.

The nominations have also incited criticism that Park is deviating from the promise of “grand integration” in selecting high-level officials due to the small representation of individuals from the Jeolla provinces.

Of the prime ministerial and 17 ministerial nominees, only one -– Phang -– is from South Jeolla Province. Of the remainder, 10 are from Seoul or nearby regions, five are from the Gyeongsang region, and two are from the Chungcheong provinces.

For its part, Park’s side has defended the president-elect’s personnel choices as being true to her pledge, saying that ability was the only standard used in the selection.
