South Korea will mount a much deeper and stronger counterstrike than any before in the event of North Korea launching an artillery attack, a senior military official said Tuesday, as Pyongyang toughens its rhetoric against ongoing annual military drills in the South.

South Korea and the United States on Monday began an annual military exercise that will run through Aug. 31, mobilizing some 56,000 South Korean troops and about 30,000 U.S. soldiers.

TheCombined Forces Command said it informed the North the UlchiFreedom Guardian exercise is “defensive in nature,” but Pyongyang decries it as “drills for a war” against the North.

During the largely computer-simulated exercise, the joint forces practice counterattack procedures that have been strengthened in the wake of the North‘s deadly artillery attack on a South Korean border island in 2010, the senior official said.

“The military will immediately strike the sources of attack, its supporting and commanding forces as well as corresponding targets in the event of an attack,” the official said, asking anonymity as he is not authorized to talk about military information. “It is an expression of our intention to devastate the source of attacks and its surroundings if the North provokes again, in a bid to prevent it from launching an additional attack.”

South Korea has strengthened its rules of engagement after two deadly attacks by the North in 2010, and now calls for an immediate strike against “the sources of attack as well as its supporting forces” if attacked.

North Korea has increased its hostile rhetoric, with leader Kim Jong-un visiting and lauding an army unit responsible for the 2010 artillery strike. Kim told the soldiers to prepare for “sacred war” should “even a single shell” hit the country’s territory, according to state media.

The Koreas remain technically at war after the 1950-53 Korean War ended in an armistice. About 28,500 U.S. soldiers are stationed here to deter against the North Korean threat. (Yonhap News)

군, 北도발 초토화해 ‘의지’ 꺾겠다


군당국이 북한의 포격 도발에 대한 응징타격 범위와 수준을 점점 확대하고 있어 관심이 집중되고 있다.

특히 한미 군당국은 20일부터 시작된 을지프리덤가디언(UFG) 연습기간 확대된 응징타격 절차를 집중적으로 훈련할 것으로 알려졌다.

UFG 연습 초기에는 북한이 장사정포를 동원해 수도권을 집중적으로 포격하는 것을 가정, 대응하는 훈련을 한다. 한미는 우리 군의 자위권 행사 원칙에 따라 최근 범위와 수준이 높아진 응징타격 절차를 훈련 중이라고 군의 한 소식통은 21일 설명했다.

김관진 국방장관은 2011년 3월1일 서부전선 최전방 순시 때는 “쏠까 말까 묻지 말고 선(先) 조치하라”고 강조했다.

지난 3월7일에는 연평도 해병부대를 방문, “적 사격량의 10배까지도 대응사격하라”는 지침을 내렸다. 북방한계선(NLL)과 군사분계선(MDL) 일대서 교전 시 ‘같은 화기, 같은 수량’으로 대응해야 한다는 유엔사 교전수칙에 얽매이지 말라는 발언이었다.

다음 날 유도탄사령부 순시 때는 “도발 원점과 지원세력, 우리에게 피해를 준 대상지역에 상응하는 만큼 응징해야 한다”고 강조했다.

여기에다 합참은 지난 6월11일 유도탄사령부 등의 작전태세를 불시 점검하면서 응징타격 범위에 ‘도발을 지휘한 적의 핵심세력까지’를 포함했다.

결과적으로 북한의 포격 도발시 ‘도발 원점’을 응징타격한다는 계획은 진화를 거듭해 ‘도발 원점과 지원ㆍ지휘세력, 상응 표적까지 응징’하는 것으로 확대됐다.

군 고위관계자는 “북한이 도발하면 도발 원점 주변을 완전히 초토화해 추가 도발 의지를 꺾어놓겠다는 의지의 표현”이라고 설명했다.

한편 북한 김정은 국방위원회 제1위원장은 남측의 이런 의지를 염두에 둔 듯 지난 17일 연평도 인근 무도 방어대 감시소를 처음으로 시찰하면서 “자주권이 행사되는 지역에 단 한발의 포탄이 떨어져도 지체없이 섬멸적인 반타격을 가할 것”을 지시해 대조를 이뤘다. (코리아헤럴드)
