A fire at the construction site of the National Museum of Contemporary Art’s new building near Seoul’s Gyeongbok Palace killed four workers on Monday.

More than 20 others were taken to hospital for smoke inhalation.

Minister of Culture, Sports and Tourism Choe Kwang-shik said that the fire is suspected to have started during the spraying of urethane coating on the third underground level. Choe said that the accident is unlikely to delay scheduled completion in 2013. The ministry also formed an emergency response team headed by the first vice minister.

Although the fire was brought under control at about 12:50 p.m., authorities continued the search for workers into the afternoon fearing that some may be trapped underground.

The fire broke out at about 11:22 a.m. covering the palace and the surrounding area near Gwanghwamun in thick smoke and causing about 200 sightseers to evacuate the palace.

With the construction site located 50 meters from the main Joseon Dynasty palace, concerns arose that the blaze could spread to Gyeongbok Palace. However, no damage to the palace or other nearby cultural heritage sites was reported.

The museum is under construction as part of plans to establish the road leading from Seoul Station to Gwanghwamun as a “national symbol street.”

'큰 화재' 경복궁옆  미술관... 4명 사망

13일 오전 11시20분께 서울 종로구 소격 동 경복궁 옆 국립현대미술관 서울관 공사현장 지하 3층에서 불이 나 현장 내부를 태우고 1시간20여분 만에 진화됐다.

이 불로 지하 3층 근무자 4명이 병원으로 옮겨졌으나 숨졌고, 18명이 연기를 들이마셔 인근 병원에서 치료를 받고 있다.

타워크레인 작업자 한 명도 지상으로 대피하던 중 20여ｍ 아래로 추락해 병원으로 후송됐으나 중태다.

소방당국 관계자는 "지하 3층에서 우레탄으로 방수ㆍ단열작업을 하다 화재가 발 생한 것으로 추정된다"며 "불이 난 현장은 페인트와 우레탄, 가스 등 인화성 물질을 많이 쓰는 곳이었다"고 말했다.

소방당국은 현장에 소방대원 160여명과 차량 30대를 투입, 진화에 나섰으나 현장 면적이 넓고 유독가스가 심해 작업에 어려움을 겪었다.

소방당국 관계자는 "지하 3개층 면적이 3만1천여㎡에 이르고 신축 공사장이다 보니 이렇다 할 소방시설도 없었다"며 "실내에는 스티로폼과 샌드위치 패널 등 불이 잘 붙는 단열재가 많이 널려 있어 진화가 쉽지 않았다"고 밝혔다.

소방당국은 지하 현장에 인력이 남아 있을지 모른다고 보고 구조대를 투입, 수색 중이어서 부상자나 사망자가 늘어날 가능성도 배제할 수 없다.

이날 화재로 검은 연기가 경복궁 주변 하늘을 뒤덮었으며 경내를 관람하던 관광 객과 인근 주민들이 일제히 대피하는 소동이 빚어졌다. 경찰은 현장 주변에 폴리스라인을 쳐 시민 출입을 통제했다.

매캐한 연기는 정부중앙청사에서도 맡아질 정도로 세종로 등 시내 중심가에 퍼졌다.

서울시내 중심가인 화재 현장에서 연기가 많이 피어오르면서 경찰과 소방당국에 는 화재를 목격한 시민의 신고가 빗발쳤다.

경찰과 소방당국은 정확한 화재 원인과 피해 규모를 조사하는 한편 안전수칙 위 반 등 위법행위가 있었는지도 살펴볼 예정이다.
