Seoul’s Defense Ministry said Friday that there will not be any problem in safely transporting to South Korea the 69 secondhand surface-to-air missiles impounded earlier this week by Finnish authorities.
Finnish police seized the Patriot missiles and 160 tons of explosives on a British-registered cargo ship at a port in Kotka in southern Finland. The ship, which departed from Emden port in northern Germany on Dec. 13, was to make a stop in South Korea and travel to its final destination of Shanghai, China.
South Korea has purchased secondhand Patriot missiles from Germany since 2006.
“This case took place because different countries have different shipping standards,” ministry spokesperson Kim Min-seok said in a press briefing.
“The Finnish rule requires explosives to be transported inside a container while under the German regulation, explosives can be transported after wrapping them on a plastic palette. They will be transported to South Korea as normal.”
Finnish police said the missiles didn’t have the right transit documents and the explosive picric acid wasn’t properly stored on the M/S Thor Liberty, which docked in Kotka on Dec. 15, according to the Associated Press.
A spokesman for Germany’s Defense Ministry said the missiles were an official shipment that was fully declared and had all necessary clearances from German authorities.
“Those patriot guided missiles are from the Bundeswehr’s stocks and have been shipped to South Korea” according to an intergovernmental treaty, he said, declining to be named in line with government policy.
He said no explosives were part of the shipment and he didn’t have any information on that part of the impounded cargo.

핀란드 경찰이 남부 코트카항에 정박한 중국 상하이행 영 국 화물선 토르 리버티에서 적발한 패트리엇 지대공 미사일 69기는 독일에서 한국에 합법적으로 인도하는 물품이라고 독일 정부가 22일 밝혔다.
독일 국방부의 대변인은 이날 문제의 패트리엇 미사일이 공식 선적품으로 완전한 신고절차를 밟았으며 독일 당국의 필요한 확인도 전부 마쳤다고 말했다.
대변인은 "이들 패트리엇 유도 미사일은 정부간 협약에 따라 독일 연방군(분데 스베르)의 무기고에서 출고, 선적돼 한국으로 가는 것"이라고 설명했다.
독일 정부의 정책에 따라 자신의 이름을 공개하기를 거부한 대변인은 화물선에 실린 패트리엇 미사일에는 폭발물은 없었다며 그와 관련된 정보를 갖고 있지 않다고 덧붙였다.
그러나 앞서 핀란드 관리들은 화물선 토르 리버티의 적재화물 가운데 중국으로 가는 폭발물이 포함됐다고 발표했다.
마르쿠 코스키넨 코트카항 해운국장은 "폭발물이 엉성하게 포장돼 나무상자 안에 넣어져 있었으며 폭발물의 해상운동 규칙에 따라 금속 컨테이너로 옮겨질 것이라 고 전했다.
코스키넨 국장은 AP에 "세관원의 허가를 받자마자 작업에 들어갈 것"이라며 "다 른 방법으론 폭발물이 안전하게 포장되면 합법적인 화물로서 토르 리버티에 실려 계 속 중국으로 갈 수 있을 것"이라고 말했다.
홍콩 영자지 사우스차이나모닝포스트(SCMP)도 미사일과 함께 폭발물인 니트로구 아니딘 160t이 배에 실려 있었다면서 이 선박의 다음 정박지가 상하이로 돼 있어 중 국행 선박인 것으로 여겨졌으나 미사일은 한국 공군에 납품되는 것으로 확인됐다고 23일 전했다.
SCMP는 관측통들의 말을 인용해 지난 2007년 이 미사일의 판매가 승인됐으며 미 국의 무기제조업체인 레이시언이 2009년 12월 1천720만달러 규모의 한국군 패트리엇 미사일 시스템 업그레이드 계약을 따냈다고 덧붙였다.
토르 리버티는 지난 13일 독일 북부의 엠덴항을 떠나 중국으로 향하다가 닻 체인과 중고 제지기계를 싣고자 크트카항에 정박했다.
핀란드 경찰과 세관은 전날 토르 리버티에서 패트리엇 미사일 69기, 피크르산(p icric acid) 등 폭발물 약 150t, 프로펠러 작동 장치 등을 발견했으며 패트리엇 미사일에 제대로 된 운송장이 갖춰지지 않았다는 이유를 들어 이를 압수하고 우크라이 나 출신 선장과 1등 항해사를 구금하는 한편, 다른 선원 11명을 조사해왔다.
클라우스 카르티넨 국가수사국 대변인은 "패트리엇 미사일이 정당한 물건이라고 해도 정확히 신고하지 않았고 폭발물도 적절하게 보관하지 않았기 때문에 핀란드 측 의 관점에선 법을 위반했을 가능성이 있다"며 경찰과 세관이 계속 토르 리버티의 화 물을 조사할 것이라고 언명했다.
미국 레이시언과 록히드 마틴이 생산하는 패트리엇 미사일은 한국을 비롯한 이집트, 독일, 그리스, 일본, 이스라엘, 사우디아라비아, 대만 등에서 도입 사용하고 있다.
