박태호 통상교섭본부장이 세계무역기구(WTO) 차 기 사무총장에 도전한다.

정부는 박 본부장이 차기 WTO 사무총장직에 입후보하기로 결정, 주제네바대표부를 통해 WTO 사무국에 후보자 등록을 할 예정이라고 28일 밝혔다.

파스칼 라미 현 WTO 사무총장의 임기는 내년 8월31일 만료된다. 신임 사무총장 임기는 내년 9월1일부터 4년이다.

인도네시아 관광경제장관, 요르단 전(前) 통상장관, 가나 전 통상장관, 케냐 유엔환경계획(UNEP) 사무차장, 멕시코 전 통상장관, 코스타리카 통상장관, 뉴질랜드 통상장관 등 7명이 입후보 등록을 한 상태다.

올해 말이 등록 시한이어서 후보자가 박 본부장을 포함해 8명을 넘어설 수도 있 다.

WTO 사무총장 선출절차 규정은 사무총장의 자격요건으로 ▲국제무역ㆍ경제ㆍ정 치 관련 광범위한 경험 ▲WTO 업무와 목적에 대한 확고한 신념 ▲검증된 리더십과 관리 능력 ▲증명된 소통능력 등을 요구하고 있다.

박 본부장은 국제통상 분야 전문가로서 수십 년간 우리 정부뿐 아니라 아시아태

평양경제협력체(APEC) 등 국제적인 정책결정 과정에 직간접적으로 관여했다.

2007~2010년에는 무역위원장으로 일했다. 지난해 말부터 통상교섭본부장을 맡았 다.

신임 사무총장은 선출을 주관하는 WTO 일반 이사회 의장이 회원국들과 협의하는 과정에서 지지도가 가장 낮은 후보가 탈락하는 과정을 반복해 최종 단일후보자를 컨 센서스로 추대하는 방식으로 뽑힌다.

내년 1~3월간 선거 캠페인이 열리고 4~5월 회원국들의 지지도를 확인하고서 5월 말께 차기 사무총장이 선출된다.


Trade minister Bark runs for WTO director-general

Trade Minister Bark Tae-ho will sign up as a candidate for director-general of the World Trade Organization, the ministry said Friday.

“The government has decided that Trade Minister Bark Tae-ho will run for WTO director-general to be elected by late May next year. His candidacy will be registered through the Permanent Mission of the Republic of Korea to the U.N. Secretariat and International Organizations in Geneva,” the ministry said in a statement.

Incumbent WTO director-general Pascal Lamy’s term expires on Aug. 31, 2013. The new chief’s four-year term begins the next day. The WTO director-general can serve up to two consecutive terms.

Seven people excluding Bark have registered their candidacy so far, and more could sign up by Dec. 31, the deadline.

They include Indonesian Minister for Tourism and Creative Economy Mari Elka Pangestu, former Jordanian Trade Minister Ahmad Hindawi, ex-Ghanaian Trade Minister Alan John Kyerematen, assistant secretary general of the U.N. Environment Program Amina Mohamed from Kenya, former Mexican Trade Minister Hermino Blanco, Costa Rican Trade Minister Anabel Gonzalez and New Zealand’s Trade Minister Tim Groser.

Due to the technical complexity of trade negotiations, the candidate’s personal capabilities and credentials are the main qualifications required for nomination as the WTO chief.

According to WTO rules, candidates should have extensive experience in international relations, encompassing economic, trade and/or political experience; a firm commitment to the work and objectives of the WTO; proven leadership and managerial ability; and demonstrated communications skills.

As an international trade expert, Bark has been directly or indirectly involved in policy decisions by international organizations such as the APEC as well as the Seoul government for decades, participated in the Uruguay Round negotiations that led to the launch of the WTO, served as trade committee chair between 2007 and 2010, and has administrative experience as the top official on Korea’s trade policy since late last year.
