울산 앞바다서 원유이송관 파손 해상오염

10일 오전 4시 45분께 울산시 울주군 온산앞바다에서 유조선이 원유 이송작업 도중 원유 이송관에 균열이 발생, 바다가 오염됐다.

이날 사고는 파나마선적 16만t급 유조선 '시이트니티'호가 해상 원유이송장치인 '부이'(Buoy)로 기름을 이송하던 도중 일어났다.

울산해양경찰서는 유조선과 부이에 연결된 이송관에 작은 균열이 생기면서 원유 일부가 바다로 유출된 것으로 보고 있다.

해경은 "바다에서 기름 냄새가 난다"는 유조선 선원의 신고를 받고 방제선을 현장으로 급파했다.

해경은 바다로 유출된 기름의 양이 많지는 않은 것으로 추정하고 있다.

사고 당시 해역은 파도가 3∼4ｍ로 높고 기상상태가 좋지 않았다.

부이는 SK에너지 소유로 유조선이 부이로 원유를 이송하면 펌핑기능이 부착된 부이가 해저에 설치된 송유관을 통해 원유를 다시 육지로 보내는 장치다.

해경은 이 유조선이 사고 전날 오후 10시 20분께 부이에 접안해 해상 이송관을 통해 원유로 부이로 이송하던 도중 사고가 난 것으로 파악하고 있다.

해경은 사고 해역에 방제선 수 척을 보내 방제작업을 하는 한편 바다로 유출된 기름양과 정확한 사고 경위를 조사하고 있다.

해경 등은 전문 잠수부를 동원, 기름이 샌 위치를 파악하고 있다.

Sea oil line rupture causes contamination off Ulsan

ULSAN -- An oil line transferring crude from a tanker to shore ruptured Sunday causing contamination off the coast of Ulsan.

The Ulsan Coast Guard said the rupture took place at 4:45 a.m. when a 160,000-ton Panama registered tanker was transferring oil to a pipeline buoy.

"There was a crack in the oil line between the ship and the pipeline buoy that caused the oil to leak into the sea," an officer on site said. He said maritime authorities in the industrial city, located 414 kilometers southeast of Seoul, were notified of the incident by the tanker crew.

The buoy is owned by SK Energy Co. and has pumps that can help send oil from a ship to the nearby Onsan Industrial Complex in the southern part of Ulsan.

The Coast Guard has called for several water surface cleaning boats to deal with the spill and is currently trying to figure out what caused the accident.

It is also trying to discover exactly how much oil has leaked into the sea, although preliminary estimates indicate a relatively small amount.

They said that the tanker arrived at its station near the buoy at 10:20 p.m. Saturday and had been transferring oil. All operations have been halted to prevent further leaks, authorities said. (Yonhap News)
