SEOUL, Sept. 19 (Yonhap) -- The number of reported rapists nationwide jumped more than 33 percent over the past three years, though the country moves toward harsher punishment for the crime, a report showed Monday.

A total of 21,116 rapists were reported to the country‘s prosecution offices last year, up 33.5 percent from 15,819 in 2007, according to the Justice Ministry report submitted to Roh Chul-rae, a lawmaker from the Future Hope Alliance party.

The number showed an annual growth of about 8.4 percent during the three years, according to the report.

The regional prosecution office in Suwon, 46 kilometers south of Seoul, investigated the highest number of rapists at 2,350 during the three years, followed by the Seoul Central District Prosecutors’ Office with 2,232 and the Incheon District Prosecutors‘ Office, west of Seoul, with 1,427, the report showed.

“In order to eradicate this crime, which causes severe mental damage to victims as well as their families, the country should impose stern punishment and crack down as well as boost education and publicity regarding its prevention,” the lawmaker said.

The National Assembly passed a law last year that allows courts to order chemical castration for rapists amid an increasing number of rape cases involving underage victims.

정부 노력했지만.. 성폭력사범 3년새 33%증가


(서울=연합뉴스) 이웅 기자 = 처벌강화 등 성범죄를 막기 위한 당국의 노력에도 성폭력사범이 꾸준히 늘고 있는 것으로 나타났다.

19일 법무부가 국회 법제사법위원회 노철래 의원(미래희망연대)에게 제출한 `성 폭력사범 검찰 접수현황(2007~2010년)‘ 자료에 따르면 전국 일선 검찰청에 접수된 성폭력사범은 지난해 2만1천116명으로 2007년의 1만5천819명에 비해 33.5%나 증가했 다.

2008년 1만6천943명, 2009년 1만8천269명으로 늘어나는 등 매년 8.4%의  증가율 을 보인 것으로 분석된다.

특히 2009년 `조두순 사건’을 비롯한 연이은 흉악 성범죄 사건으로 처벌이 대폭 강화된 지난해도 오히려 15.6%로 평균치의 2배 가까운 증가세를 보였다.

검찰청별 관할 지역 가운데 가장 가파르게 증가한 곳은 서울중앙지검으로  조사 기간 중 성폭력사범이 무려 57.4%의 증가세를 보였다.

부산지검 55%, 서울남부지검 53.2%, 서울동부지검 46.4%, 울산지검 37.8%, 광주 지검 33.8%, 청주지검 32.4%, 춘천지검 31.8%, 수원지검 31.2% 순이었다.

성폭력사범 수가 가장 많은 곳은 수원지검으로 조사기간 중 총 2천350명으로 집 계됐으며, 서울중앙지검 2천232명, 인천지검 1천427명, 대구지검 1천409명,  부산지 검 1천320명, 광주지검 1천217명, 대전지검 1천105명이 뒤를 이었다.

노 의원은 “성폭력사범은 피해자와 가족에게도 정신적으로 큰 피해를 줄 뿐  아 니라 재범률도 높아 근절을 위해선 엄정한 단죄는 물론 예방을 위한 철저한 단속과 교육, 홍보가 병행돼야 한다”고 밝혔다.
