President Lee Myung-bak is expected to conduct a minor Cabinet reshuffle, possibly including the minister in charge of North Korean affairs, as early as Monday before the National Assembly convenes next month, officials said Sunday.
The expected reshuffle is seen as Lee's latest attempt to revitalize his conservative ruling Grand National Party ahead of next year's parliamentary and presidential elections.
Presidential and ruling party officials have said that Lee will replace the Cabinet ministers concurrently holding parliamentary seats ahead of the parliament's new session.
Subject to the reshuffle are Special Affairs Minister Lee Jae-oh, Health Minister Chin Soo-hee and Culture Minister Choung Byoung-gug.
"The reshuffle is aimed at focusing on returning politicians-turned-ministers to the party," said a senior official at the presidential office Cheong Wa Dae.
"Given the timetable of next month's parliamentary sessions, the reshuffle will be carried out tomorrow or by the end of this month," the official said on the condition of anonymity.
Other than the three ministers, Lee is also likely to consider replacing Unification Minister Hyun In-taek, people close to the matter said.
Talk of possibly replacing the hard-line unification minister had circulated in past reshuffles, but Lee was reportedly unwilling to swap Hyun out because it could signal the wrong message to North Korea.

문화ㆍ복지ㆍ특임 교체..통일ㆍ여성 포함 가능성
이명박 대통령은 이번 주중 최대 5개 부처의 장 관을 바꾸는 소폭 개각을 단행할 것으로 알려졌다.
문화체육관광, 보건복지, 특임 장관의 교체가 확정된 가운데 통일부와 여성부 장관도 교체 가능성이 있다고 청와대와 여권 관계자들이 28일 전했다.
청와대 고위관계자는 "내일 개각을 하기는 어려울 수도 있지만, 이달 말까지는 어떻게든 개각을 해야 한다"면서 "대통령 귀국 후 1개 부처가 틀어지면서 다른 부처 까지 다 틀어지는 바람에 기존 후보군을 재정비하며 새로운 사람도 함께 찾고 있다"
고 말했다.
다른 핵심관계자는 "정치인 출신 장관들을 당에 복귀시키는 데 초점이 맞춰진 인사인 만큼 이벤트성 개각보다는 정상적인 인사를 단행할 것으로 본다"면서 "국정 감사 일정 등을 고려하면 빠르면 내일, 늦어도 이달 말 전에는 개각이 이뤄지게 될 것"이라고 말했다.
문화부 장관 후보로는 김진선 전 강원지사, 김장실 예술의 전당 사장, 한나라당 고흥길ㆍ조윤선 의원 등이 거론되고 있다.
이와 함께 이동관 청와대 언론특보, 홍상표 전 청와대 홍보수석, 박선규 문화부 제2차관 등이 하마평에 오르내린다.
복지부 장관 후임에는 경제 관료 출신인 임채민 국무총리실장, 정통 복지 관료 인 노연홍 식품의약품안전청장과 최원영 복지부 차관 등이 거론되는 가운데 진영곤 청와대 고용복지수석, 복지부 차관을 지낸 강윤구 건강보험심사평가원장 등도 후보 군에 포함돼 있다는 전언이다.
당으로 복귀하는 이재오 특임 장관의 후임은 급하게 임명할 필요성이 적다는 판 단 아래 당분간 비워둔다는 방침이 정해졌다.
통일부 장관의 경우 유임 가능성이 아직 남아 있는 가운데 만일 교체가 확정되 면 류우익 전 주중 대사의 내정이 가장 유력한 것으로 전해졌다.
청와대 내에서는 북한과 민주당이 연일 현인택 통일 장관의 실명을 거론하며 교 체 요구를 계속하는 점을 고려할 때 마치 떠밀리듯 장관을 교체하는 모양새가 되거 나 북한에 그릇된 신호를 줄 가능성을 우려하는 시각도 존재한다.
통일 장관에 류 전 대사를 내정할 경우 후폭풍을 걱정하는 여론도 있는 것으로 전해졌다. 류 전 대사의 대안으로는 남성욱 국가안보전략연구소장, 윤덕민 외교안보 연구원 교수, 김우상 호주대사 등이 거론된다.
여성부 장관 교체시 후임자에는 한나라당 비례대표인 김금래 의원이 유력하게 거론되고 있다.
