SEOUL, Dec. 7 (Yonhap) -- North Korea's adoption of a new rule on natural disasters last month indicates that experts' warnings of volcanic eruptions of Mount Paekdu has spread widely throughout the country, the South Korean government said Wednesday.
Pyongyang's new law stipulates principles for observing and forecasting natural disasters, particularly earthquakes and volcanic eruptions, in addition to how to minimize damage and undertake rescue activities, the Korean Central News Agency reported last month, without giving further details.
Experts outside the secretive communist country have warned since last year that North Korea's Mount Paekdu, which borders China, may still have an active core, citing topographical signs and satellite images.
The 2,744-meter Mount Paekdu, the highest peak on the Korean Peninsula, last erupted in 1903.
"Pyongyang likely intended to calm jitters among the public over widespread speculations over an eruption by devising systematic measures, and to draw international support for its disaster-prevention efforts," Seoul's Unification Ministry said in its weekly report.
"North Korea is presumed to have merged different regulations on disaster prevention while adding rules on volcanoes and earthquakes that have been missing so far," the report continued.
Experts from the two Koreas held talks on potential volcanic activity at Mount Paekdu in March and April. North Korea proposed the rare meeting soon after a massive earthquake and tsunami devastated Japan earlier this year.
The two sides have held no further talks or actions since then.

`백두산 폭발하나?' 北주민들 불안 확산
북한이 최근 지진·화산 피해방지 등에 관한 법률을 제정한 것은 북한 내에서 `백두산 폭발설'이 확산된 것과 관련이 있다는 정부의 분석이 나와 주목된다.
7일 통일부가 펴낸 `주간북한동향 제1075호'에 따르면 지난 2010년 4월 아이슬란드 화산폭발과 올해 3월 일본 대지진이 발생한 이후 국제학계에서 백두산 분화 가능성이 제기되면서 북한 내에서도 `폭발설'이 확산됐다.
통일부는 이 동향분석 자료에서 "이번 법 제정은 대내적으로 체계적 방재대책 마련을 통해 주민들의 불안을 불식하고 대외적으로는 방재 관련 국제지원을 이끌어 내기 위한 의도로 보인다"고 설명했다.
또 "북한의 방재 관련 조항은 소방법, 산림법, 환경보호법, 바다오염방지법 등 에 흩어져 있고 화산 관련 규정은 없었다"며 "산재한 방재 관련 조항을 통합하고 화산 및 지진과 관련해 미비한 내용을 보완한 것으로 추정된다"고 분석했다.
조선중앙통신은 지난달 24일 "최근 조선(북한)에서 지진·화산 피해 방지 및 구조법이 채택됐다"며 "국가는 지진, 화산 피해로부터 인민의 생명과 재산을 보호하기 위해 이러한 조치를 취했다"고 밝혔다.
법에는 지진·화산폭발의 피해방지 및 구조계획과 감시, 예보, 피해방지, 구조에 관련된 원칙이 제시됐다. 중앙통신은 그러나 구체적인 내용은 언급하지 않았다.
백두산 폭발 가능성은 학계를 중심으로 지난해부터 제기됐다. 백두산이 겨울에 분화하면 화산재가 북풍 또는 북서풍을 타고 남쪽으로 내려와 이상 저온 현상이 나타나고 항공기 운항 중단 등의 피해가 있을 것이라는 전망도 나왔다.
남북한은 지난 4월 백두산 화산과 관련한 남북전문가회의를 여는 등 협력방안을 논의하기도 했지만 양측의 신경전으로 학술토론과 현지답사가 무산됐다.
