Proposed Bills: Partial Amendment to the Special Act on Public Housing

Proposed by Rep. Kim Byung-wook (Democratic Party of Korea)

● This amendment revises the pre-sale housing subscription system to decrease risks for prospective tenants. It ensures that pre-subscription for housing begins only after the approval of the housing construction project plan and mandates the notification of fixed housing sale prices during the pre-sale housing subscription period. It also limits the increase of housing prices to within half the consumer inflation rate after consultation with prospective tenants.

Proposed Bills: Special Act on the Development of Busan Global Hub City

Proposed by Rep. Jeon Bong-min (People Power Party)

●This bill comprehensively innovates regulations and provides special incentives to transform Busan into a global hub city. It establishes a committee and system to promote the city’s global competitiveness in international logistics, finance, and digital high-tech industries.

Pending Bill: Partial Amendment to the Content Industry Promotion Act

Proposed by Rep. Lee Sang-heon (Democratic Party of Korea)

● As artificial intelligence begins to generate convincing content from the data it learns from the internet, this bill mandates content producers to indicate when they use artificial intelligence to create content, such as text, image, or audio, to help people know when they’re using AI-generated content.

Promulgated Bill: Enforcement Rule of the Act on the Employment of Construction Workers

Competent Authority: Ministry of Employment and Labor

● To address the issue of inadequate toilets for construction workers, this bill requires construction sites to install at least one toilet for every 30 male workers and at least one for every 20 female workers, with any resulting decimal point rounded up to the higher whole number.

Administrative Announcement: Enforcement Decree of the Special Act on the Maintenance and Support for Decrepit Planned Cities

Competent Authority: Ministry of Land, Infrastructure and Transport

● This amendment facilitates the expansive and systematic improvement of decrepit planned cities by substantially reducing restrictions for restructuring projects, including the upper limit of the floor area ratio for existing decrepit planned cities, such as the first phase planned cities. It also strengthens the discretionary power of local governments.
