대학 캠퍼스내 성폭력 예방을 위해 성관계에 앞서 말이나 글로 분명하게 동의하는 것을 의무화하는 법안이 미국 캘리포니아주(州)에서 추진되고 있다.
5일(현지시간) 주간지 'LA 위클리'에 따르면 주 의회 상원은 지난달 29일 캠퍼스 커플에게 성관계 전 각자 분명하게 동의의사를 표시하도록 하는 내용을 담은 법안을 처리했다.
문서에 의한 동의도 가능하고, 구두 동의도 인정된다.
다만 마약이나 술, 약물로 인해 의식이 없거나 몽롱한 상태에서 성관계를 하겠다고 결정한 것은 정상적인 동의로 인정되지 않는다.

California bill would require explicit permission for college sex
A new California bill is attempting to combatthe scourge of sexual assault on college campuses by requiringexplicit verbal or written approval before sexual activity.
According to the LA Weekly, the California Senate recently approvedthe bill, which would require "an affirmative, unambiguous andconscious decision by each participant to engage in mutuallyagreed-upon sexual activity."
The bill states that informed consent cannot be granted if thecomplainant was asleep, unconscious, or incapacitated due to theeffects of drugs, alcohol or medication.
The bill comes amid federal investigations of several top Californiacolleges, including the highly rated University of California,Berkeley, which are alleged to have mishandled allegations of sexualabuse. Last week a student at the University of California SantaBarbara killed six students in a rampage fuelled by feelings ofsexual violence towards women.
The bill would also require all college campuses to adopt a uniformpolicy "concerning sexual assault, domestic violence, dating violenceand stalking." Schools that fail to adhere to the policy would not beeligible to receive state funds for student financial assistance.
The bill passed the state Senate on May 29 and now goes toCalifornia's lower chamber for approval. (DPA)
