전국철도노조 파업 돌입 …서울 지하철노조도 18일부터

전국철도노조가 9일 오전 9시부터 파업에 들어갔다.

철도노조의 이번 파업은 2009년 11월 26일부터 12월 3일까지 8일간 진행한 파업 이후 4년 만이다.

노조는 코레일(한국철도공사)의 수서 발 KTX 운영회사 설립 이사회 개최 중단 등을 요구하며 파업에 돌입했다.

김명환 철도노조 위원장은 파업에 앞서 이날 오전 8시 민주노총에서 총파업 돌입 관련 입장을 밝혔다.

김 위원장은 "이번 파업은 국민의 철도를 지키기 위한 불가피한 선택"이라며 "열차가 멈춰 불편하더라도 국민 대다수가 반대하는 철도민영화를 막아내고자 하는 철도 노동자들의 상황을 이해해 달라"고 호소했다.

노조는 파업이 시작된 오전 9시 전국 131개 지부별로 총파업 출정식을 진행했으며 오후 2시에는 서울, 부산. 대전, 전주, 영주역 등 전국 5개 지방본부별 총파업 출정식도 할 예정이다.

노조는 열차운행에 필요한 필수 유지인력 8천500여명을 현장에 남겨 뒀다고 밝혔다.

코레일과 노조는 8일 오후부터 막판 교섭을 진행했지만, 모두발언 언론 공개 여부를 놓고 마찰을 빚었고, 밤새 실무교섭을 벌였지만 결국 견해차를 좁히지 못했다.

코레일은 파업에 따른 전 직원 비상근무체제에 들어갔다.

필수유지 인력과 내•외부 가용 인력이 모두 동원됐다. 필수요원 8천418명, 대체인력 6천35명 등 모두 1만4천453명이 투입됐다.

코레일은 대체인력으로 공사 내부직원 4천749명과 군, 협력업체 등 외부 인력 1천286명을 확보했다고 밝혔다.

코레일은 KTX, 수도권 전동열차, 통근 열차는 평상시와 같이 100% 정상 운행하고 새마을•무궁화호는 평시 대비 60% 수준을 유지한다는 계획이다. 화물열차는 평소에 비해 36% 감축 운행에 들어갔다.

파업 첫날인 9일 전국의 역은 큰 혼잡 없이 평온한 분위기를 보였다.

그러나 파업이 장기화하면 열차 운행 및 물류 운송차질이 불가피할 전망이다.

게다가 서울 지하철노조도 이달 18일 오전 9시부터 파업에 들어갈 예정이어서 철도파업이 장기화할 경우 수송 대란이 우려된다.

지하철 1∼4호선 운영 주체인 서울메트로에는 두 개의 노조가 있으며 제1노조가 서울 지하철노조다.



Rail workers protest privatization

Unionized rail workers launched a general strike on Monday against a plan to launch a subsidiary for new bullet train operations, calling it a move to privatize the state-run rail operator.

The Korea Railroad Corp. filed complaints with police against nearly 200 union members for impeding business and threatened to take disciplinary measures against all participants in the walkout.

The strike caused no major disruptions to passenger transport services including KTX and Seoul subways as the company deployed emergency staff.

The Korean Railway Workers’ Union began the walkout at 9 a.m. after failing to reach a compromise with KORAIL management.

The two have been at odds over the plan to operate a new KTX route connecting southern Seoul to major cities in the country. The union believes the plan would eventually lead to privatization that would cause mass dismissal and fare hikes in the future.

The rail operator lashed out at the union, saying the plan is not intended to privatize the state-run company. KORAIL reiterated that it will take a 41 percent stake in the new subsidiary and the rest will be managed by state funds. The company stressed that it would have measures to limit private investors, it added.

The union, however, countered that the rules could be changed anytime.

The strike came a day before KORAIL was to hold a board meeting to further discuss the plan.

“We feel sorry for causing public concern … but suspending the board meeting scheduled for tomorrow is the only way to avert the strike,” the union said in a statement.

It is the first general strike by the rail workers in four years.

The union, which claims to have nearly 22,000 members, plans to hold a rally on Tuesday in front of Seoul Station, the Seoul office of the Daejeon-based rail operator. It will demand both the government and the company to call off the plan. Unionized workers in other major cities planned to hold separate rallies. The union said it would leave 8,500 workers to offer the minimum essential services, it added.

To minimize public inconvenience, KORAIL said it would deploy 6,000 substitute workers.

KTX bullet trains, subways and commuter trains will not face major delays in Seoul, but the company plans to shut down 40 percent of operations of Saemaul and Mugunghwa trains. Cargo train services will be reduced by 36 percent from normal operation, the company said.

“We apologize for causing public concern. We did out best to narrow differences with the union at last-minute talks to avoid an extreme situation, but we failed,” said KORAIL CEO Choi Yeon-hye at a press conference.

The CEO said the union had no right to intervene in the company’s plan to hold its board meeting or the government’s measures.

“The union has no legitimate reason to go on strike. It is clearly illegal,” she said.

KORAIL said it has sued a total of 194 unionized workers, including their leader Kim Myung-hwan.

The company warned rally participants to return to work and said the company would take disciplinary action on those who refused. About 32 percent of rail workers participated in the strike as of Monday afternoon, the company said.

Fueling fears of further disruption to passenger service, Seoul Subway Labor Union threatened to go strike on Dec. 18, saying they would support the rail union. The union said it would reject the Seoul government’s emergency plan to increase the train service to ease traffic disruption caused by the railway workers’ strike.

The subway union is one of two major union groups organized by workers at Seoul Metro, the operator of Seoul subway lines 1 to 4.
