The main opposition Democratic United Party (DUP) on Sunday demanded the dismissal of Prime Minister Kim Hwang-sik over the government's attempt to sign a controversial military pact with Tokyo last week.

   The demand came two days after Seoul abruptly postponed the signing of the military intelligence agreement with Tokyo under pressure from the National Assembly and the public.

  The pact, named the General Security of Military Information Agreement (GSOMIA), is designed to boost exchanges of military intelligence on North Korea, but South Koreans have reacted sensitively to the idea of a military accord with their former colonial ruler.

   Japan ruled the Korean Peninsula as a colony from 1910 to 1945.

   Revelations that the South Korean Cabinet approved the deal Tuesday without prior warning offended the Korean public further and prompted calls for a scrapping of the accord.

   Seoul's foreign ministry announced less than an hour before the planned signing Friday it will put off the accord and discuss the issue with the National Assembly.

   Hours later, the prime minister apologized to the public in a statement, saying the government will handle the issue in a responsible manner.

   "This is an issue for which the prime minister should take responsibility, and if the president does not dismiss him, the National Assembly has no choice but to call for a non-confidence vote," DUP Chairman Lee Hae-chan said during a meeting at the National Assembly with chief of presidential staff Ha Kum-loul.

   "(The government) did not submit a single report to the National Assembly while entering into an agreement with a country that invaded us," Lee said. "Recognizing the Japanese Self-Defense Forces as a military and sealing an agreement (with them) that allows them access to (military intelligence) is a serious issue."

   Ha acknowledged there were procedural lapses, but refuted Lee's claims about skipping consultations with the National Assembly.

   "(The government) gave an explanation to the floor leaders of the ruling and opposition parties, but there doesn't seem to have been enough discussion within the National Assembly," he said.

  The ruling Saenuri Party took a cautious tone to the DUP's call for dismissal, saying the National Assembly should first try to understand the details of the military accord.

   Saenuri floor leader Lee Hahn-koo told a press conference at the party's headquarters in Seoul it is not the job of the parliament to be merely critical.

   "It isn't once or twice the DUP has proposed a dismissal, (so) it's difficult to respond each time," he said. "If (the DUP makes its proposal) official, the National Assembly will handle it through a proper debate."

   He also said any decision related to the military pact will have to follow proper procedures and sufficient debate at the National Assembly.

이해찬 "총리 해임 않으면 불신임 결의"

민주통합당 이해찬 대표는 1일 정부가 한일 군사정보포괄보호협정 체결을 비밀리에 추진한 책임을 물어 김황식 국무총리 해임을 요구하고, 그렇지 않을 경우 국회에서 불신임안 결의를 추진하겠다고 밝혔다 .

"(협정안을) 국무회의 즉석안건으로 처리한 것은 절차도, 내용도 문제"라며 "총리가 책임져야 할 사안이며 대통령이 해임하지 않으면 국회에서 불신임안 결의가 나갈 수 밖에 없다"고 말했다.

그는 "우리를 침략한 나라와 협정을 맺으면서 국회에 단 한 줄도 보고를 안했고 , 일본 자위대를 군이라고 인정해 (군사정보에) 접근할 수 있는 보호협정을 맺는 것 은 심각한 문제"라고 말했다.

이와 함께 이 대표는 경제 살리기와 내수경기 회복을 위한 여야정 경제협의체 구성을 제안하고 공군의 차기전투기 구매사업 결정을 차기 정부로 미룰 것을 요구했 다.

그는 "KTXㆍ인천공항 민영화, 차기전투기 구매사업 등이 준비 없이 진행되는 것 같다"며 "그런 큰 사업은 무리하게 추진하지 말고 다음 정부가 충분히 검토해서  추 진하게 해달라"고 말했다.

하 실장은 한일 군사보호협정 체결 추진 경과와 관련해서 "여야 원내대표에게 설명을 했는데 국회에서 충분한 논의과정을 거치지 않은 것 같다"며 "과정에 소홀한 점은 있었으나 국방부와 외교부에서는 (국회에) 설명을 했다고 한다"고 말했다.

이 대표는 이어 기자간담회를 열어 단계적으로 국내총생산(GDP)의 1%까지  고등 교육에 투자하도록 하는 내용 등을 담은 `고등교육제정교부금법'을 제정, 대학 등록 금을 절반으로 낮추겠다고 약속했다.

그는 "정부가 3조5천억원 정도를 추가 지원하면 반값등록금 제도가 유지된다"며 "정부가 그동안 대기업 위주로 감세해준 게 연간 8조원이어서 그 중 일부만 감세 철 회를 해도 충분히 재원을 만들 수 있다"고 강조했다.

이 대표는 아울러 지난 2월 국회 본회의에서 헌법재판관 선출안이 부결된  조용 환 전 후보자를 재추천하는 방안과 관련, "헌법재판소에는 소수일지라도 약자를  보 호하는 입장을 가진 재판관이 있어야 한다"며 "좀 더 깊이 검토하겠다"고 밝혔다.
