With just one year left before the 2012 deadline set by which North Korea says it will become a "strong and prosperous state," the Pyongyang regime is focused on securing U.S. dollars and gold, a source said Sunday.
"North Korea is putting all its energies on setting aside finances necessary for large-scale political events, including a ceremony to mark the centennial of the birth of the late North Korean founder and president Kim Il-sung, next year," the source, who is well-informed on North Korea, said.
The North's government organizations are desperate to purchase U.S. dollars and gold from North Koreans, according to the source.
The North Korean Trade Bank is buying dollars from its residents at a black market rate of 2,800 North Korean won per U.S.
dollar, the source said.
As they travel around gold mines in Pyongan Province, the North's foreign trade officials directly collect gold unearthed from the mines and try to buy gold owned by North Koreans at above-market prices, he said.
Pyongyang is also leading a campaign to promote cell phones, which might serve to relax the communist system, to secure dollars.
The North's Ministry of Posts and Telecommunications is making undue profits by importing Chinese cell phones at about US$80 apiece and reselling them for $300 or more.
The ministry has recently forced each regional branch to sell a certain number of mobile phones, leading a campaign to increase the number of North Korean mobile phone users to 1 million within this year.
The number of subscribers stood at 660,000 as of the end of June, according to data from Egypt's Orascom Telecom, which has been providing mobile service in the North since 2008.
North Korea is also known to be demanding tens of hundreds of dollars per person as fees for arranging reunions for overseas Koreans who were separated from their family members living in the communist nation. (Yonhap News)

北, '강성대국 자금' 마련하려 달러ㆍ금 확보 주력
주민으로부터 매입..휴대전화 수입해 고가 판매
개성공단 '간식용 초코파이' 돈으로 지급 요구
북한이 내년의 이른바 '강성대국 원년' 진입을 앞두고 달러, 금 등 '실탄' 확보에 전력투구하는 것으로 전해졌다.
북한 내부사정에 정통한 대북 소식통은 30일 "북한이 내년 김일성 100회 생일행 사 등 대규모 정치행사에 필요한 소요 재원 확보에 주력하고 있다"고 말했다.
소식통에 따르면 북한 각 기관은 주민이 보유한 달러와 금을 집중적으로 사들이 고 있다.
북한 무역은행은 암시장 수준의 우대 환율(1달러당 북한 돈 2천8000원)로 주민 으로부터 달러를 매입 중이다. 대외 무역기관들은 평안도 지역 금광을 직접 돌며 금을 수집하는 동시에 주민으로부터 시세보다 높은 가격에 금을 사들이고 있다.
체제 이완 요소로 작용할 수 있는 휴대전화도 달러 확보를 위해 당국이 나서서 판매하고 있다.
북한 체신성이 중국 중싱퉁쉰(中興通訊.ZTE)이나 화웨이(華爲) 등의 휴대전화를 1대당 80달러 정도에 수입해 300달러 이상에 판매, 폭리를 취하고 있다는 것이다.
특히 북한은 올해 안에 휴대전화 가입자 100만명을 목표로 판촉행사를 진행하고 있으며, 시(市)ㆍ군(郡) 체신소에 판매량을 강제할당하는 것으로 전해졌다.
북한 내 이동통신사업자인 이집트 회사 오라스콤 텔레콤의 올해 상반기 실적보 고서를 보면 지난 6월 말 현재 북한의 휴대전화 가입자는 66만명인 것으로 나타났다 .
미국 거주자 등 해외 이산가족들을 상대로도 돈벌이에 나서고 있다. 북한 내에 서의 상봉을 허용하면서 상봉 주선료 명목으로 1인당 수천 달러를 챙기는 것으로 알 려졌다.
개성공단에서는 남측 기업들이 북측 근로자들에게 간식으로 제공하는 초코파이 를 현금으로 지급해달라고 북측 중앙특구개발지도총국이 요구하고 있다.
초코파이 유통에 따른 '황색바람'(자본주의 사조) 확산과 주민 동요 등 부작용 차단, 추가적인 외화 수입 등 다목적 포석이 깔린 것이다.
북측은 개성공단 입주기업들에 직책급 인상이나 수당 신설을 압박하거나 보험금 지급 능력이 검증되지 않은 북한 보험사에 화재보험 가입을 종용하고 있다. 123개 입주기업 가운데 북측 화재보험에 가입한 회사는 60개사 안팎에 이르고 있다.
북측이 해외 파견 근로자들의 임금(월 200~1천500달러) 가운데 70~90%를 각종 명목으로 챙기는 것은 공공연한 사실이다.
소식통은 "북한이 화폐개혁 실패로 가치가 떨어진 북한 원화로 외화와 금을 대 량 매집하는 것은 인플레이션을 매개로 주민의 재산을 빼앗는 것과 같다"고 지적했 다.
북한에서는 통상 추수기에는 쌀값이 떨어지지만, 화폐개혁 실패에 따른 인플레 이션으로 1㎏당 쌀값이 지난 8월 2천200원에서 10월 현재 3천원까지 오르는 현상이 벌어지는 것으로 전해졌다.
소식통은 "북한이 김정일ㆍ김정은 부자 우상화를 위한 정치행사를 치르기 위해 또 다른 체제 부담 요인을 스스로 만들고 있다"고 지적했다.
